Who Can Participate

Employers operating in Pennsylvania may participate in the PHPP program. Participants must be legally registered to do business in Pennsylvania and comply with all applicable state and local requirements. Employers may have either employees who receive a W2 or subcontractors who receive a 1099.

Become a Qualified Contractor

PHPP supports the Penn Energy Savers Program (PESP) Qualified Contractor. All eligibility requirements are described at length on the Penn Energy Savers website.

To qualify, individuals must complete PHPP training or successfully pass the North American Technician Excellence (NATE) Air to Air Heat Pump Specialty Exam, in addition to meeting PESP eligibility requirements.
